I thought that was normal dog behavior. Dogs bark at passing dogs, who remain silent. That's how it works here.

She was rude and I would have gotten the urge to give her the finger. I wouldn’t have and likely would have ignored her.

Yeah that was rude, and there wasn't much you could do. I will admit I sometimes get annoyed when other people walk their dog and then stop directly in front of my house. BUT we live in a townhouse so when they stop their dog is just literally on the other side of the bay window from my dog. And I don't do that to other townhomes that I know have dogs when I walk mine. BUT I also don't yell at them like that. I just try to distract my dog until they move along. Because like many pointed out here the sidewalk if public.
