I think yes, she says no. But as a guest, we usually drink the water and throw the rest away. So why would you burden other people with stuff that you yourself would throw away? That makes zero sense to me, especially from an environmental pov. Personally, I wouldn't appreciate bottled water or gum and maps etc. are usually available in a hotel reception area if people want that info.

My DD’s wedding is coming up. We were going to do this. No trinkets or favors. Just the itinerary and bar/restaurants that we recommend near the hotels. Drinks and she wanted to do a his/her favorite snack. But the hotel managers have checked in with us this week and only 4 rooms booked in the blocks. All of our families are coming from out of town and are staying in hotels I’m not going to track them all down. Dd doesn’t have time so it would be up to me.
Another thing we aren’t doing that seems to be a thing around here us having a late snack at the reception during the last hour. Some people have pizza delivered or appetizer snacks.

Personally, I love receiving gift bags, but since your husband and daughter are against them, I wouldn’t do them.
I would make sure, however, that guests receive a printed itinerary when they check in listing all the events, venues, transportation details, etc. These details might be available on a website, but if a guest is running late and wants to confirm the shuttle pick up site and time, it’s much easier to refer to a printed piece of paper than to look it up on a wedding website.

Add me to the list of people who appreciate things like this, especially the water, and most especially if I have to fly in to a place so I don’t have a car at my disposal. Most hotels today DO NOT have free bottled water and the tap water is usually disgusting so even if I have my own water bottle I’m not drinking tap water.
So instead of drinking their bottled water at a ridiculous $3-4 a bottle, I end up either being dehydrated (which causes a whole other set of issues that I actively try to avoid) or having to scout out a place where I can get some that’s reasonably priced. Same is true for a small snack, like a bag of chips or pretzels, a cookie, granola bar or what have you. And it’s nice to have a pocket sized itinerary of events listing their times and locations, along with a map of the venue especially if it’s large and sprawling.

One of my cousins did this a couple years ago. It was so cute. It was mainly just water, snacks, loose tea in a personalized tin from adagio (ok that one probably had limited appeal but I liked it), bubbles for the reception, and a thank you for joining us card/wedding program.

Nice idea but I wouldn't notice if one was missing. I do appreciate a bottled water and perhaps a small snack when I am in a hotel room though.

I love the idea. And I notice if I receive one or not. I think it's a nice way to say "welcome". It adds a personal touch to a hotel experience. But boy can the price of providing these bags add up! Even so, I still say yes. But ultimately it's up to your daughter.

I love it when I get one, but I don't notice when I don't. I'm probably a bad one to ask, though, because I'm a teacher who loves mugs from students and music-themed Christmas ornaments from my choir members. If the cost (or just the hassle) feels like too much, then drop it. But if it sounds like fun to put them together, then go for it! I actually use most of the kitschy things I've gotten.

Put the itinerary on the wedding website - I can’t imagine people are going to carry around a paper itinerary.
Different kind of event but I just got back from a company offsite. We got really nice swag bags at check-in, including personalized Yeti water bottles and personalized interaries for the week. The almost universal feedback was as nice as everything was, we don’t need more stuff, not everyone has room to pack extras home, and printing things out is just wasteful. I’d feel the same about wedding welcome bags.

I love the idea of a printed itinerary & a welcome note. Sometimes your phone doesn't work so you can't look online.
I would love the snacks, too, if I was staying a couple days.

We did not have any for our out of town guests. I never even thought of it. I, at that point, had never been to an out of town wedding that had them, and had never heard of it. We did, however, have an arrangement with the hotel that guests paid half the regular cost of the room, and then we covered the rest. That was something several guests expressed gratitude for. Today, if I were having the wedding all over, I likely still wouldn't bother with the bags. And as a guest today, I really just don't need them. Any food or drink I want, I will bring with me. Any info I think I need, I'll look up ahead of time. And so on.

Maybe I’m totally old school but I absolutely would carry around a paper itinerary (especially if it was in a legible font size) because I hate trying to look at teeny tiny website print on my phone. Another issue is that internet service can be really spotty in some areas of big hotels. If you happen to be in a dead zone you’re not going to be able to link up to that wedding website. We recently missed out on a dinner cruise we were invited to because DH didn’t read the time correctly on the emailed invite on his phone. #oldpeopleproblems
