A lot of the free SVGs work better for t-shirts or home decor, but I think it's worth it to browse through the pages. I've made it to page 32 so far! . It's a new to me site! I saw lots of beachy SVGs that will work for scrapbooking.

Edit: looks like ProBoads is tagging and tracking outgoing URLs using redirect.viglink. So that's something that's rather unwelcome and to be aware of. Is that new? I hadn't noticed it before.
Here are some I use. Note that each site has varying levels of usefulness and degrees of freedom as for what you're allowed to use their stuff for. Most are 'attribution required' if sharing online. Others have a mix of free resources and paid resources, so you'll have to filter the search results accordingly. Openclipart and Game-Icons are completely free for any use, if I remember correctly. IAN is free for any non-commercial / non-distribution use.
