The foam sheets can be found at any craft store. linkThey are not acid free, so if you want your pages to be archival, do not use them. Search by Heidi Swapp on any scrapbook website like scrapbooks.com or A Cherry on Top for the color shine.

You use 3M foam tape instead. You can cut larger pieces to pop up your photo.

I think you are looking for foam squares. They come in various sizes and thicknesses.

If you want an acid-free solution in exchange for a bit more work, you can make your own dimensional spacers. Just glue together strips of cardstock or chipboard until it's as thick as you want, and then cut that into pieces. Not as convenient or soft, but does the same job.

Who doesn't have scraps or ugly paper to use. I often find the foam squares and tape a little too thick. I am going to try this.

I have used stacked or folded cardstock in a pinch. It's also good if you want a little dimension but not as much as a foam square.

The foam is called fun foam, the dollar store sells packages of it that are 4x6 or maybe a bit bigger, there are a lot of sheets in the package. The big box craft stores sell it in individual and larger sheets, some come with adhesive on one side.
I was worried too that they aren't acid free. But I have Christmas ornaments with fun foam on them from when I was a child...they have held up fine. When I layer the fun foam, there is always a paper layer between the photo and the fun foam. That is good enough for me. I love the thickness of fun foam!

There is also pop dots available. They are foam dots that already have adhesive on them. I haven’t bought any in awhile, but you can probably find it in the adhesive section of Michael’s. I remember them having different thicknesses.

Hunky Dory has quite a variety of foam pads for card making. I purchased some of the bigger sheets from Paper Wishes to die cut for shaker cards. Don't see the sheets on the PW site now, but you may be able to find them elsewhere.

Honestly thought everyone already knew/did this, but happy that it's a useful tip for more than one! One other small perk is that you can match the colour of your cardstock exactly with the dimensional spacer, so it's far less obvious when working with non-white elements, especially dark ones. Just be careful about stacking up too many spacers in one place for cards that have to go through the mail, as there's no give.

I do this all the time, I even sometimes use the scraps from the paper I’m using for the page I’m working on.

I used 3M foam tape and it went greasy and broke down on me. It is not suitable long term.
