Well that was a confusing title if there ever was one. LOL
I'm in search of what I've been calling an "inverted corner rounder punch". Another words: a punch that's the opposite of a "corner rounder" -a punch that takes a rounded corner "out" of a piece of card stock instead of rounding the corner. Clear as mud, right? So far I've not found anything but a brand out of the UK with a blurry picture and a high price and high S&H. (I'm in the US).
Perhaps I need to search for a different product name? (or *is* there even such a thing any more?) I'll be using it for scrapbooking and card making, if that makes any difference.
Thanks for your help .

Try looking for a ticket punch or ticket corner punch, see if that finds you what you want.

Would a small circle punch work?

Like to make slots for 4 corners so you can mat photos without using adhesive? Linky

If you've got a circle punch and only need a few, it'll get the job done. Otherwise the corner chomper already linked is what came to mind.

Thank you! I've ordered the WRMK Stub & Scallop Chomper. Exactly what I was looking for. But the small circle punch idea? Brilliant! I found a small 3/4" EK Sucess circle punch in my punch collection and tried it. Wonderful! It looks great especially on larger pieces of paper. What a great idea. Thanks so much.

the ticket punch is good but if you need a bigger scoop, use a larger circle punch.
