When I have gotten popups on my phone I try to open the web browser in a different way which opens a new screen then I can close out the screen with the popups. I usually go to an email that I know has a web link in it, NextDoor is one I use the most, but a shopping email like Michael's or another store also usually have a link you can click on. Once you have the new window open, click the X for the other one without opening it to close it. Hope that makes sense.
Added: You can see both of the windows on the screen by tapping the icon that looks like folders at the bottom of the screen when you slightly drag down the top of the screen. On my phone it is the 2nd from right.

Will this work?
Turn pop-ups on or off
On your Android phone or tablet, open the Chrome app Chrome. To the right of the address bar, tap More More and then Settings. Tap Site settings and then Pop-ups and redirects. Turn Pop-ups and redirects to Allowed or Block.

I have done both of those things and it still keeps coming. No apps show installed and I have run all my virus checks. I am going to go old school and restart my phone
Thanks for the help

I had something similar and ended up uninstalling google, google chrome off my phone. Then reinstalling. That seemed to do the trick! It was like the add on or whatever it was I clicked attached itself to google/google chrome so I had to uninstall/reinstall the entire programs.

Go into Chrome, then settings, then notifications. That site is probably listed in the list of Sites there. Move the slidebar to off. Turn off any others that may be on that you don't want while you're there. Then quit Chrome for good measure.
