Think about this one for a second..
The states have always handled unemployment payout. They are set-up for it. Currently they are overwhelmed by the huge numbers of people applying at the same time. Somehow the “stable genius” thought that on a spin of a dime the Feds could somehow put in place a whole new system and pay unemployment benefits faster then the states.

Like a joke, if it has to be explained the next day, the execution suggests you don't know what you're doing/talking about. Or in his case, he's full over sh!t and just back-splaining his stupid.

I try not to comment on political anything, but... If you've ever had an elderly parent, you know you're kind of constantly watching like a hawk, all the time, to observe if they start repeating things or saying things that just don't make sense. That's the kind of alarmed feeling I get when I read things he's said or tweeted. Regardless of your political views, it's really alarming to hear someone who basically holds your life in his hands start spouting gibberish.
