I am putting together a mini album and would like to make all the photos I have 5" H x 1.5" wide which means I need to change a few from landscape to portrait. I do not have Photoshop. I have Microsoft Office and can shrink them to small sizes and then embellish the extra space, but I would rather fill the space with the photo. Any advice?

Darn this isn't working, it only has pre-loaded sizes.

Have you tried the app called Print to Size? It’s pretty adjustable.

I actually still use Picasa and can do a custom crop and put in my dimensions. You can still download Picasa, its just not updated or supported.
Or maybe try Google Photos the replacement for Picasa.

BeFunky Collage MakerIt's free. Click Layouts, then Create-your-own, then Customize, and then set any print ratio you like, and lock aspect ratio. You can fit four 5"x1.5" images on a 5x7 print, so you'll have to first crop your images to a 5x1.5 on the Photo Editor side. Then, on the Collage Maker side, set your ratio to 3500w x 2500h, and lock ratio. You should be able to fit 4 images on there to print on a 5x7. Or you could print two 5"x1.5" on a 4x6, but there would be a few extra steps. You'd have to make a 1"x4" filler image to help you size it up right. I use it all the time, usually to put two 3x4 images on a 4x6 print or sometimes just to print odd sizes.

I usually use Photosheet but just took a quick look at the Be funky collage maker. Thanks for the link, it looks easy and seems to have more options.

I use PhotoSheet too. It's super easy, but very limited. BeFunky requires you to do a little more work, but you can make absolutely any kind of collage on any size paper. I don't have PhotoShop, so I'd be lost without BeFunky as I use it for my editing too.

I can’t seem to find that. It seems to only support squares

How/where are you changing the collages from squares to 4x6 format? I can’t seem to find that. It seems to only support squares I'm not understanding what you're seeing. Do you see the icon menu on the left? Click on Layouts, and then the green Create Your Own bar. (Ignore the Layout Presets suggestions. Are these the squares you're seeing?) From there, you'll go back to the icon menu and click Customize. This allows you to set any ratio of height and width, so for a 4x6 print it would be any 2:3 ratio. Height and Width max out at 4000 pixels, so for a 4x6 print size, so I usually use 3150 x 2100 pixels, but you can use any number of pixels under 4000 as long as the ratio works. Set your ratio, and then click Lock Aspect Ratio. Then you can stuff whatever images you want into that space and it will print on a 4x6 sheet. I most often use it to put two 3x4 images on a 4x6 print. You can use the Photo Ediitor program to crop to 3x4 (or whatever size you want), or more often than not I just use Google to crop. It's easy enough. But you can crop to size anywhere in any program. Go back to the icon menu on the left to Image Manager to import your pre-sized photos, and then just click and drag them into place. Drag the corners to fill the space while retaining your image proportions. The greatest thing for me about BeFunky is, sometimes I have a narrow image of one ratio, but it won't fit on a 4x6 unless I crop their feet off. Don't you hate that? But if the shoes are awesome or I just don't want to crop their feet off, I can put the whole image on a 4x6, and it will print it with the unused white space. Perfect for a panorama shot too or if you want to print two 3x3 images on a 4x6. Or you can throw a title or some journaling up on the unused area so you don't feel like you're wasting your money. Hope that helps. If I didn't make sense, please let me know if I can try to clarify anything for you.

There’s some icons on the bottom but there’s no way to choose a ratio. I’m on an app if that matters do I need to download to my laptop?

... I’m on an app if that matters do I need to download to my laptop? Ohhhh, I'm sure that's it. I've only ever used it on my laptop. I have no idea how the app would work. I'm very sorry. That never occurred to me. Can't help.
