I used to love when SC would "discount" something from $3.99 to $3.79 or something like that. That's what the chain supermarket we shop at does with their non-food clearance section. It'll be totally random stuff that's missed its season or is otherwise completely lame/useless and yet they only discount it 10-20% if you're lucky. I don't even bother to look any more.

Is shipping for something that flat and small really $28 from the UK? I have no idea. With overseas mail, it quite possibly is. Seems ridiculous, but the number of times I've sent a small package to NZ and had to pay $15+ in postage, and it's even more expensive to mail from NZ to the US/eslewhere. It can be brutal. And as a business owner I know I usually can't just pop something in a regular envelope and put a stamp on it - it needs customs declarations and a protective envelope, etc, which often upgrade the price as well. That said, yeah, exchange rate/shipping is a big (psychological) barrier for something that is cool but pretty unnecessary. And maybe more so in relation to a small/cheaper item than something that looks like it should cost a lot to ship.

I agree with the others saying that the answer depends on the type of store we're talking about. A chain store that regularly offers 40% off will need to offer a higher discount than that to get me to consider making a purchase because it's a "good deal". Whereas the big online sites I'll buy something because it's a deal at around 25% off. A small mom and pop I'm happy to pay full retail for things I really want and am encouraged to buy something I might not normally at 15-20% off.

If it is a Canadian company, 15-20% off or free shipping (I detest shipping). If I get both, it is a happy day. If it is a US company, I have to take into consideration the 40% exchange rate and the shipping charges. It has to be a really big one or free shipping.

If it's not something I "need" then it would probably have to be 10% off plus free shipping to possibly entice me.

Free shipping or 20% off, but depends on the store. And I’ve paid full price for small shops like KP and FYC lots of times. JoAnn I look for 40% off.
