Looking for one that prints 2 4x3 photos on one 4x6. I want the borders around both photos which is where I’m getting stuck.
I have the PL app but it doesn’t print with borders. At least that I have found.
I really don’t want to upload to photoshop for all my PL type photos.
Thoughts?

If you're on an iPhone, the PicFrame app will do this. I use it all the time. Not sure what you can use if you're on an Android device.

The Epson Creative Print app has this feature; but I'm not sure if non-Epson printers work with it.

Download photo collage montage maker it’s awesome you can make the border any size you want and even select the amount of pics and the size of the photo.

I have the epson app and the PicFram app, but is there a way to make the border between the pics thicker so that I can cut around them and have equal borders? Maybe I'm thinking about this too much..haha!

With PicFrame you can change the border size in the app. Tap on Border in the lower left corner and tap border size to change the size of the border.

Yes, this is my hang up too -an app that allows all borders to be increased equally will not allow for equal borders once the two photos are cut apart for putting in 3x4 pockets. One side border of each will be too narrow.
I have used the Print to Size app because there is no template and you can choose a wider center border as you insert your own photos, but as you can imagine it could be imprecise without a template, you have to eyeball it a bit.

For a 3x4 you can do this in the PL app using overlays. The free Just Add Color Overlay kit has one with slightly rounded inner corners. If you are willing to make a purchase the Project 12 2019 April Overlays has a squared off overlay.
That being said it's only good if you are printing at home. I have not had success when sending out to print due to the bleed needed causing the boarders to be janky. Best, but expesive solution, is to order 3x4s from Persnickety. Of you just upload your 4x6 college you will still have the same issue. You have to go through their process to create 3x4s for it to work.
