Wow that is terrible. I hope no one was seriously hurt.
The guy holding the sign certainly managed to get on television. I think he is going to be getting a lot more viewing time than he had ever imagined. Someday his grandkids are going to be watching a sports highlight reel and say "Grandpa, look at that idiot who held up a sign and caused a massive pile up in the Tour de France. Do you remember when that happened?"

incredible. I hope he was fine and ejected from the course! (can they even do that? is it a public road?) If you look at multiple videos, there are tons of people there and a lot of them are just as close to/in the road as this guy is, they just jump out of the way at the last minute.

From this angle, you can see that the sign was sticking out into the roadway. He wasn't even looking at the oncoming cyclists.

I wonder if that will cause them to move spectators back from the roadway. Seems like an accident like this waiting to happen to have them so close to the roadway.

Crashes are part and parcel of the tour, unfortunately. There are even YouTube videos of the top crashes.
There is one part of the route that is very narrow, the riders have to really wind their way through a narrow gap between spectators on both side while they make their ascent. One year carpet tacks had been thrown on the ground, I have heard riders talking about urine being sprayed at them, spitting etc it's pretty vile.
But the race itself is spectacular and the scenery is breathtaking.

The other things you listed are disgusting and even more reason spectators should be kept back.

From a BBC report, "We are suing this woman who behaved so badly," Tour deputy director Pierre-Yves Thouault told reporters, before being confirmed to BBC Sport by organisers ASO. "We are doing this so that the tiny minority of people who do this don't spoil the show for everyone," he added. That might have the desired effect.

It was horrifying to watch. On top of all the injuries and damage to bikes, she caused one rider to have to withdraw from the Tour on Day 1. It's one thing to go out in a "regular" crash, but one caused by a spectator being so careless is sickening.

I am so mad at that person. Those cyclists trained hard for this event and to have some doofus cause a massive crash like that is disgusting.

There were 51 riders involved in the crash, I think 21 of them were injured. 1 person had to withdraw and I’m assuming it was due to injury because they have back-up bikes, but I’m not 100% certain.

One had to withdraw because of a wrist injury. Doctors wanted it x-rayed, but it sounds like it’s not broken just a bad contusion.

The Tour organizers could not possibly control the spectators the entire length of the race; stage 1 was 123 miles/198 km.
There are often barriers when passing through towns or in areas where there are known obstacles/dangers. But this was out on the course, away from town on a wide open, straight road.

Not along the whole course (obviously - WAY too long), but at least at the beginning of the day for some length since the beginning part of the race is so insanely bunched up and a crash is so devastating to so many. This didn't happen at the beginning of the race - it was 45km from the end.
