My system feels inefficient sometimes because I have similar items in 4 different places, but it lets me search in my different ways and I am usually pleased at how fast I can find something to fit the page. I frustrate myself so badly with paper and feel I "forget" about pps all the time with my lack of system. Of course - going back to Shimelle - does it really matter if I "miss" a paper as long as I find one that works? Take the first thing you find that works. I think this is the key! Can you find something that works? If you can I think you're organized. The problem with searching for that one whatever is that it's easy to forget that you already used that specific piece! And our memories are so fallible. Sometimes you can spend an hour looking for something specific and then find that it's not quite the shade or shape you remembered so it doesn't actually work for what you want. Better to go look for something that works, like Shimelle says. (I don't know if I could organize her way but since I don't craft her way either that's OK) For me the things I'm working on but don't have time to finish right now are the hardest to organize.

The easiest is definitely paper. They are organized by theme and the miscellaneous category is organized by ROYGBIV. I like my items to be organized but I hate spending money on organizational items. So some paper is in vertical holders, 12x12 trays, or Iris bins. What helps is having all paper in the same area.
Most difficult is embellishments that don't fit a theme like ribbon, brads, enamel dots, and washi. I have them stored in gallon bags by color by routinely forget to use them.
