We have rentals - we charge a $20 application fee to cover the cost of a credit check - and to make sure they're really interested. All the rest of that is just wild. Sounds like a company that is making up the 3% discount to you by gouging the tenants.

The fees are too much.
I would skip.
A non-refundable pet fee of that high is out of line too in my opinion. The last apartment I lived in was $300 per pet, but refundable. I got every penny back. "Most" pet owners aren't assholes. And because the pet deposits aren't refundable, I think the added monthly rent for a pet is way out of line. Pick one or the other, not both.
And if the pet fee didn't deter me, the "package" would. Renters insurance is for my personal belongings. Not for the building or structure. That's the owners responsibility. That seems like almost a scam to be honest. Renters insurance is like $15 a month for a tenant and most filters are under $10.
