I believe this incident just verifies the old adage about there being two types of people in the world-the givers and the takers. I think the takers see nothing wrong with asking you to make something for them for free. IMO it is more about ask culture vs guess culture. The coworker assumed that if she asked OP would say yes or no and provide any relevant info, such as cost. OP assumed that that coworker would guess that payment was appropriate instead of needing to state it outright. With more info my opinion may change but IMO it comes down to lack of communication/understanding of perceived cultural norms. OP sounds like next time you'll be ready with your response. Sounds like it wasn't too much time and you learned a valuable lesson. Glad it didn't cost you much!

Wow, how rude. It can be awkward dealing with friends and favors and money. I've learned that the best policy is just to be very up front by saying "Sure, I'll see what I can do. The cost would be $x per item, it'd probably take about x amount of time. Does that sound ok?"

Her non-payment is so crazy to me. My across the street neighbor is also our grade level teaching assistant so I see her constantly. I have asked her to make another set of ornaments that she had made for me to give as gifts and I insisted that I pay her and that she would take it beforehand. I cannot believe people think that it all should be for free.
