Political yard signs, homeowner's or renter's preferences?

We’ve had that argument put before our HOA and the answer was the owner could not put signs on property that was leased to tenants in compliance with legal ordinances of the county. One of the HOA people made the comment “first it’s a sign, then it’s a car in the driveway….”
