Never.
I'm a bit ADHD with my scrapping. I usually have a plan, but it's not to buy an entire line. It's I need more blue cardstock, my Halloween stash is getting low, I need to add more black and white. Even when I've gone to warehouse sales of a specific manufacturer, I rarely buy an entire collection unless I'm quite low on that theme.

I don’t keep a stash of patterned paper- I buy as the need/mood takes me and then have to use it up before I buy more. That way I don’t get bored or overwhelmed by choices. For me, I scrap as the need/mood takes. I need a stash.
See that is me too.... If I could just narrow it down so there isn't so much to choose from.. sometimes it is all overwhelming.. But that addict in me wouldn't allow me to do so. lol I admit it, I am cheap! I overthink 90% of my scrap purchases. It's my only hobby. I don't like to throw things away. I have a blank, undated planner. I use the unwanted items in that!
I have cardstock of all shades that I bought when DD worked for Pebbles. My blue and green drawers are so full and I finally went through them and pulled the really ugly shades and put them on the bottom. Funny thing is, when I need to match a patterned paper, the weird papers at the bottom are the best match. As much as I'd like to clean out those drawers, I just can't! That is so true! I have one of those plastic shopping baskets you use in grocery stores. I have my cardstock, cardstock scraps, and leftover pattern paper assorted by color with a misc. category in the very back. This week, I used some OLD cardstock from Keeping Memories Alive that had an embossed design. I have some tiny metal dies, so I save really small scraps. When a page protector starts too get too full, I'll throw some paper out until it becomes manageable again.

Get rid of ALL your paper (maybe except for some exceptions, like a stash of October Afternoon and cardstock) and replace it with just one line of paper? That idea just popped in my head, I would so do that if money wasn't an option. It would help me get rid of a TON of paper, and have a nice selection of one kind of product... I never even bought any yet, but I would go with 49 & Market. Yes! I have often thought that I'd like to just donate almost everything and start over. I volunteer as tribute!!! (donate here!! LoL)

I've always mixed and matched manufacturers so I'm fairly certain I could never go down to just one, as interesting as it is to ponder the idea.
