I found a little hole in the wall store in the town where I do most of my shopping. It is a salvage grocery store so all of the items are things that are either just past their sell by date or coming up on their sell by date, dented cans, etc. They also buy pallets of Amazon returns and sell those items. Obviously you have to look over the items carefully and read the dates but there are some fantastic deals and shopping there has really helped stretch my grocery budget. A few examples of things I've bought recently:
5lb King Arthur flour $2 5 lb russet baking potatoes $1 Ghirardelli chocolate baking chips $1/bag Various seasonings 50 cents each Dots seasoned pretzels 50 cents/bag Panera salad dressing $1/bottle 6lb Royal Canin Cat food $5
Of course there's tons of candy, jerky, snacks and junk food but I don't really buy those items. Hershey brand candy bars are 25 cents each so I did get a few of those for trick or treaters that I know. Sure beats about $2 per candy bar at the normal grocery store. They stock a lot of vegan and sugar free food so I enjoy trying some of those items I'd normally be priced out of. The last time I went shopping there I got three bags of groceries for less than $20. It would have cost me triple that, minimum, to buy those products at Walmart.
I've been so impressed by the prices and quality of items I've found there! And come to find out they have been in business for 14 years, and I've never even heard of that kind of store before. So I thought I'd just share the news in case there are other peas like me that hadn't heard of these operations and can use some good deals. Maybe there's a salvage grocery store in your town too!

Not quite out of date items, but we do have one chain that sells items that either have had a packaging change, overrun, surplus inventory, or items close to the expiration dates. It is hit-or-miss because you never know what they'll have. I've been in there a couple of times, but I don't use them for doing regular grocery runs.
ETA - We used to have some big name brand bakery outlets that sold out of date products, but I the ones I knew about are gone.

Yes, there are a few. Also places like Big Lots or Ocean Job Lots also offer some good deals on limited items.

We do not, but that sounds really awesome. I imagine that people who do a lot of freezer meals and once a month cooking/baking could really do well there because they are in the perfect situation to be able to buy quite a bit of nearly expired or just out of date food, use it all immediately, and then freeze the results. We do our holiday baking ahead of time & freeze it, and I'd love to be buying $1.00 King Arthur flour for sure.

In the 1960s I shopped at 2 on Harry Hines (for those who know Dallas streets) and found very good bargains. Neither are open now. If there are any now, I am unaware of them.
In rural Missouri there was one in the town where SIL lives. She found good bargains there as well.
My friend told me about one in Fort Worth that sells the expired date items. She gets things there on items where she thinks the date does not matter.

My mom used to shop at a couple stores like that all the time, and the bread outlet store that had bread, buns, pastries, etc. that were close to their best by dates. She would get us sugar cereal, cans of Spaghettios, almost expired yogurt, stuff like that. If my little brother or I went with her to the bread store, she would let us pick out a snack cake for 25¢. The stores she shopped at have all closed now but I think there are still some others around, I don’t think there are any on my side of town though.

I really, really miss all of the deals I got there.
Entire cases (24 ct) Oui yogurt, $1
3Lb Blue cheese, $3
boxes of cereal, 50 cents each.
Sauces, dressings, etc, $1 each
Out of season (like after Valentine's day) chocolate candy, 50 cents a bag
There was such a huge, ever-changing selection. I was, and still am, so very sad that it isn't available to our communities anymore.

We used to in my small town.. I can't even remember the name of it but my kids called it the "stinky store". LOL.. sounds appealing doesn't it? It really didn't stink but one or two of the employees would smoke by the back door but not all the way outside and the smoke would occasionally filter in and it was back by the freezers which had a distinctive smell. They were pretty old grocery store freezers.
I wouldn't trust the place for anything frozen, but the rest was almost/just expired stuff. Lots of makeup/school supplies too. Cereal was my big thing. My son used to be able to down a box of cereal in a day. Funny now he hardly touches cereal. I do miss it. I think there are a few around, just nothing near me.

I pulled up a map that shows salvage grocery stores in my state---not only in the entire quadrant I live in empty of any, but aside from 3 stores all approx. 5-6 hours away from me, the whole northern half of my state would be empty of any as well. Bummer.

There's one we frequent almost weekly. They are a home and grocery store outlet. When my son was younger I bought LOTS of Target clothes that were overstock. Super cheap prices. The average prices were around $3.00 for any type of item. A few months ago I bought size 18 jogger pants for $1.00 each.
The grocery selection has went down the last couple of years, but we'll buy things like treats my son loves, cereal, pop tarts, crackers, vitamins, hair dye, and there's a couple of local brands like milk that are sometimes cheaper. We rarely buy anything that has expired. Most have a few months left and we know we'll eat what we buy before then. This week, we bought two big size boxes of Ritz crackers for $3.49 and my husband found a Star Wars The Mandalorian mug that was only 0.99. There's also aisles that have home and holiday decor, and sometimes furniture.
There's a bigger place in Salt Lake and Layton that we don't frequent as often. They have produce areas as well. I'm not familiar with name brands, so maybe the clothes selection is a good price or not. I don't know, it seems high.
