We have bags for everything, including special bags for recycling. A lot of the older neighborhoods in our city (including ours) have service alleys that are too narrow for the trucks with the mechanical arms that lift the bins. Questions about why we don't have bins come up on the online neighborhood groups on a regular basis lol.
I am happy with it. We have twice a week pick up, weekly recycling, and weekly bulk pickup that we can schedule anytime. The workers are really nice and once they even waited for me when I was still in the backyard scrambling to get the bag out on time.

Two bins here 1 regular rubbish 1 recycling
they go out alternate weeks on the same day . I live in a flat and if rubbish is left outside the bin We get a strongly worded letter with the threat of a fine, One of reasons for this is we have seagulls and they are absolute horrors for raiding rubbish bags .

Nobody in my town would just put out bags, because bears get into garbage cans on a regular basis. I live in the middle of Seattle and I have raccoons. Bins are a necessity.

We used to be able to just put the garbage in bags but raccoons, cats and other critters often got into them and did make a mess. As of next week everyone needs bins with caps. As of next year the bins need to lock.

Bins keep the alligators, dogs, and possums out of your trash! I would have a mess to clean up if I put out bags.

I think the brown bags would make the ‘take out’ easier for the bears to pick up. It’s not like the bins have ever stopped them. ( I’ve seen several bears take a whole bin into the forest to eat or feed babies )
I do think a bin with a cover is needed by my garage for the summer when there’s a bag out there a few days. Cover keeps the smell down.
I frequently bring my trash bags out morning if collection since they are now so late coming so I don’t have to bring the pail back.

Bins are required here. I don't like leaving bags out because racoons will get into them and make a huge mess.

We have rolling bins--one for trash and one for recycling. The trucks that the companies use pick the bins up (people don't do that) so I am not sure how that would work with just bags, along with the animals getting into it. People are good at putting the bins back along the house or in the garage that day.

Bins are required for both trash and recycling and are provided by the county, which is who runs the trash PU here (paid for with a fee in your property taxes). The trucks they use have those arms that come out and pick up the cans to tip them over the top of the truck to empty them and then set them back down. The driver and passenger never leave the truck unless there's a problem.
If you have yard waste (in paper bags like you describe) or large items (like furniture and such), you have to call the trash company to arrange for PU and they will come out on a designated day to get those. And some things they won't pick up at all and you have to actually take those to the dump yourself and pay a surcharge to dump them.

Bins are required here in Southern California and have for decades. With as many critters as we have it would be messy to just use bags. Most people take them in the same day but a few will still be out the next day. Streets are cleaned the day after trash pickup twice a month so a bit more incentive to bring them in.

If we didn't use bins the raccoons would get into the garbage and it would be all over. people are prtty good at putting their bins away, they are rarely left into the next day.

We have a green bin for food stuff, picked up weekly. A large blue bin for glass and cans and small one for paper/cardboard both picked up weekly. The green and blue bins are supplied by the town. We have to buy our own garbage can. We either use the can or just put out garbage bags and they are picked up bi-weekly. Yard waste in paper bags are picked up the alternate week from the garbage.
