I'd be on the phone to find out what it means to say your husband does not exist. Does Social Security think he exists? Start there. If SS doesn't have his number, you are in for MANY problems down the road. IRS--does he exist there? If SS and IRS say he exists then I'd call my 2 reps in Congress--Senator and House reps. Get their office to find out what the glitch is in the system.
If the Fed. government agencies don't recognize your SS number then you have problems that will present a great deal of trouble down the road (death/retirement etc.). Get that fixed ASAP. Difficult to do when you are in pain, but..........
Really, get working on all that ASAP.

The second thing to do is get your husband moving on doing what needs to be done to be visible in the system. If he has a social security card and a drivers license (or some other state issued i.d.), he should be able to provide them to someone to be entered into the system. Has he filed income taxes? A copy of your tax return would probably help. So would a passport. Glitches happen in databases all the time - it is a nuisance to fix them, but I'm sure he isn't the only one and that there is a process set up to get him in the system. I, in your shoes, would get the steroid shot. Sure, there are no guarantees, but there aren't with ANY treatment. If inflammation is part of the issue, the shot will help with that and may allow healing to happen. Good luck! I hope that you find relief soon.

When you're in pain it's harder to think clearly and to follow through on things but what you can't do is just through your hands up in the air and give up. Two peas here have given you a good starting point. Take it one call at a time, you can do this. I'd also get the steroid shot for immediate relief.

No time to read other posts today.
Find yourself an independent imaging center. You may have to travel as they are usually in larger cities.
When I had a broken knee, my ortho ordered a scan. The hospital wanted to charge three grand for it. The independent imaging center three blocks away quoted us a price of $1200. Unless we paid for it in full on the day of the scan--the charge for it then was $600.
We paid in full on the day of the scan.
I can't get insurance...we've been paying cash for medical for more than 20 years. It's not that big of a deal.

Your state should have some sort of hotline you can call for help. I know it's hard to be patient and work through problems when you are in pain. Don't give up on the Affordable Care Act insurance option. The suggestion to call an insurance broker is very good. Even my private, excellent health care plan is experiencing problems this year. I haven't been able to get DH registered for our stupid wellness program that is mandatory. We have been on every hotline and talked to many people. No body can find him. Every time we talk to one person they tell us to call this other person. Then we call them and they tell us to call that person. So in the past 3 months we have been calling people just to be told they can't help and to call this or that person. So we have no idea what is going on. and why he can't be found.

Husband has SS# and SS has it in the system. Drivers license is good to go. We are trying to fix him we have all the information they need they just keep telling us to talk to someone else. It is like nobody wants to take the time to help....

I'm not sure what you mean by any of this. Plans available on the Marketplace are only plans that are eligible for subsidies. You can purchase your own individual coverage that may or may not be subsidy eligible through an insurance company. Is your insurance company saying that you qualify for a subsidy, and therefore must go through the marketplace due to their (the insurance company's) rules? Have you tried a different insurance company? Have you contacted customer service through the Marketplace to assist you in figuring out why your husband does not exist in their records and assist you in fixing it?
Those would be the steps I would take. I understand that you are in a lot of pain, but it seems from your OP that you aren't trying to rectify these situations by taking the logical steps.
And FYI, there is no such thing as "Obamacare".
