I guess contacting schools in your town involves a lot of phone calls and driving around? I dunno, never tried it, but with my nieces being in Tucson and paper being heavy to mail, things just kinda have to linger here until we can drive to them. That hasn't been my experience at all. At our old house (before kid), there was an elementary school/rec center down the block from our house. I had about five large boxes of scraps from my business that I didn't want to put out on the curb for recycling. So I looked up the main phone number for the office online and talked to the secretary and asked them if they wanted several boxes of useable, scrap-sized pieces of art quality paper for school art projects, and she happily accepted. We set up a time to drop the stuff off, I loaded up the car and went. They even loaned me a two wheeled dolly to haul it all in! The teachers were so excited and grateful to get the stuff so I'm sure it was put to good use in the classrooms. Right before we moved, I had another couple big boxes of random paper and stuff. I asked the lady running the crafts group at my mom's nursing home if she could use it, and she gratefully accepted. I just dropped it off at her office the next time I went to visit my mom, and that was that. After we moved here, I had another big box of scrap paper and stuff. Since DD was just starting preschool, I asked her teacher if they wanted it and she said yes. She told me to bring it to school, which I did. I think one of the paras for DD's class is a Girl Scout leader, and I'm pretty sure she took it for the troop which was fine by me. I've always found it pretty easy to get rid of this kind of stuff since a lot of groups are clamoring for low cost or free supplies that they can use. It hasn't ever taken more than one phone call or email to find someone willing to take it off my hands!

I give a lot to my kids, and they love my cast offs. I sell online and in a garage sale. I also give to my kids' art teachers, the local women's shelter (Synergy), and the local children's hospital. If I'm in a super decluttering rush, I give to Goodwill. I know I love finding quality scrap supplies at the thrift store, so I bet others do too.

I appreciate everyone's comments. I have been focusing most on other areas of the house, since I have an easier time getting rid of everything but scrapping supplies. However, I have found that family and friends have been more than willing to take stuff off my hands, and I have gotten rid of at least a foot high stack of papers.
You have all suggested places to donate that I would probably not have thought of, so I appreciate all your suggestions.
I am finding that there is a sense of freedom that has been growing stronger as I have been decluttering and letting go of things I don't need to keep. The former excuses ("But I may need this someday," or "I paid good money for this," etc.) just don't seem persuasive anymore. There is a great sense of satisfaction every time I send more stuff out the door.
