Your son should NOT get 10 or 11 under any circumstance.
The rest can draw, he gets whatever is left. You have to err on the opposite extreme of favoritism. First, because you want to set tone right away with the other parents so they know that your kid won't get away with any bad behaviour, and second, though more important, your son needs to adjust his attitude. Even if he were to get the number by random draw, it would be wrong. He would still feel entitled.

In my experience with various rec/club sports, players/parents rarely have the opportunity to make requests. Jerseys are typically ordered with numbers corresponding to size (i.e. the smaller players receive low numbers, such as #3 or #5, while the taller/bigger get large numbers, such as #25 or #50). On the day the jerseys are distributed by size, the players sometimes trade to get their favorite number within their size range (e.g. all the average sized kids exchange the medium jerseys numbered 7-12 between themselves until everyone is happy with his number). Since our son's favorite number is 7 & he's a Cristiano Ronaldo fan, it wasn't surprising that he always wanted & traded for the #7 jersey with his soccer teammates. Since he only drinks milk & water, the Gatorade was his fail-proof bargaining chip!
Give your scenario, I would inform the parents that you are unable to meet the requests & jersey numbers will be assigned. If possible, do not offer #10 & #11 to avoid hurting feelings. I suggest next season not giving players/parents an option to request numbers; distribute the jerseys randomly by size to avoid this scenario. Best wishes for a fun season!

I hate the number thing. When my kids were your son's age they just passed out jerseys by size. Smallest kids got the smaller number, larger kids got the larger number. This meant all three of my kids spent many years being #2 and #4 . Once the kids moved to playing club sports that changed. Ds picked #2 which isn't that popular of a number and dd originally picked #99 because she found a lot of the best players on the teams she played early on were #99 (4 years later that isn't the case anymore lol). With her current team she didn't get to pick her number. They gave us a uniform of someone that left (score--didn't have to pay another $100 for two jerseys that we were only going to use for the one season!!!). She is not committed to that number so will be picking a new number for next season (we have to buy new uniforms every 2 years). Our team has an issue this year because of the stupid numbers. We have two teams and last year did a lot of sharing of players (well the lower team shared players, you cannot play down). The two teams had so many players with the same numbers that it was a mess when these players would guest. Supposedly next year they are going to force everyone to get new numbers so there's no overlap. Dd hasn't determined what number she's going to pick, thankfully she's not attached to any specific number because I think there's going to be a lot of girls with hard feelings.
