I've heard the phrase used in a very nice way I've also heard it used as a criticism. Very, and even though I'm from Ohio when I think of the phrase in my mind it has a southern drawl to it. I may be a little bit of 'pea pickin' added to it

Only completely unique to pea saying I know is Peattlejuice. Every other saying on this board is just our diverse backgrounds and geography. Love that saying though, cute tank!

I'm from Colorado and when I say it I mean I think you are an idiot. I am sure it means different things to people everywhere. I am assuming the OP was throwing it out there since it is said here often.

I just think putting it on a t-shirt doesn't fit with the original intention of the phrase. For me, the putting it on a t-shirt seems like the sarcastic version and that's what I was equating with the Refupeas.

It can imply a whole range of things from 'good heavens his mama dropped him on his head so much a stump is smarter than him' to 'oh my gosh, I am so very sorry for...' Tone of voice and context is pretty important. Another similar saying is "God love him/her.' Tone and context is really important on this one too.

The sarcastic version isn't just a pea thing either. When people say it IRL here they use it the same way the peas use it. It's also been on clothes for awhile here. It's just such a super common phrase that I think it's kind of weird that you associate it with the peas.

It can definitely used after a stupid stunt too...I just got off the phone with my mom and the conversation started like this: Me: I got a letter from boot camp boy yesterday! Her: I know, you told me yesterday. hahahaha Me: Well, did I tell you what he said about Russia? Her: No, what did he say? Me: God love him, he said that boot camp is like a Stalinist Russian gulag trying to make them all conform into one homogenized group. Her: Bless his heart, he is something else. But it is also used in situations like you see the world's cutest baby and you coo over them saying things "God love him, I could just eat him up."
