I'd just toss the offending bagel. I wouldn't assume a worker wasn't following the company policy unless that policy means being vacuumed or lint brushed down into a clean room each shift.

I found a live caterpillar/bug in my salad at a restaurant. When I told the server, she asked me if I wanted another salad.

This happened about 20 years ago: My son was a toddler and eating table food. I made him a sandwich for lunch and cut it up for him. I found a piece of STRING in the bread. Needless to say, I was completely grossed out. I did call the 800 number on the packaging and explained what had happened. They sent me a postage paid envelope and asked me to mail them the slices of bread where the string was found. They investigated and found that a portion of one of the flour sacks had gotten caught in their equipment and that is how the string ended up in the bread. They assured me that the'd changed their procedures to prevent this from happening again and gave me lots of coupons for free products. You should freeze the bagel in question, keep all the packaging, and call the manufacturer. How can they prevent it from happening again if you don't call it to their attention? This time it's only a piece of hair. If they don't change their procedures then something else could end up in someone elses bagel and it could be something that might cause them harm. I think this is a bit of an overreaction. Hair in your food is not dangerous. It can happen anytime there are humans preparing food. Honestly? I'd probably pull it out and keep on eating. I wouldn't worry about contacting anyone unless I came across another hair.
