As an adviser to Mr. Trump’s presidential campaign, and later one of Mr. Trump’s top aides in the White House, Mr. Flynn was privy to some of the most sensitive foreign-policy deliberations of the new administration and was directly involved in discussions about the possible lifting of sanctions on Russia imposed by the Obama administration. He has made the offer to the FBI and the House and Senate intelligence committees though his lawyer but has so far found no takers, the officials said. Mr. Flynn’s attorney, Robert Kelner, declined to comment. It wasn’t clear if Mr. Flynn had offered to talk about specific aspects of his time working for Mr. Trump, but the fact that he was seeking immunity suggested Mr. Flynn feels he may be in legal jeopardy following his brief stint as the national security adviser, one official said. Mr. Flynn was forced to resign after acknowledging that he misled White House officials about the nature of his phone conversations with the Russian ambassador to the U.S. during the presidential transition. Mr. Flynn’s communications with the Russian ambassador, Sergei Kislyak, have been scrutinized by the FBI, which is examining whether Trump campaign personnel colluded with Russian officials who are alleged to have interfered with the presidential election, according to current and former U.S. officials. Russia has denied the allegations. Mr. Flynn also was paid tens of thousands of dollars by three Russian companies, including the state-sponsored media network RT, for speeches he made shortly before he became a formal adviser to Mr. Trump’s campaign, according to documents obtained by a congressional oversight committee. Democratic lawmakers have requested a copy of the security-clearance form that Mr. Flynn was required to file before joining Mr. Trump in the White House, to see if he disclosed sources of foreign income. And they have asked the Defense Department to investigate whether Mr. Flynn, a retired Army general, violated the Constitution’s emoluments clause by accepting money from RT, which U.S. intelligence officials say is part of a state-funded"

It could mean a few things:
1. His info isn't all that great - he'll only get immunity if he has something on a bigger fish. There's only one bigger fish. 2. His info is stuff they already have - they have all they need to get everyone they want, so he really doesn't have any bargaining power. 3. Someone else has already (quietly) flipped and they don't need Flynn. 4. Whatever Flynn did is bad enough that they want him in prison/punished - no chance of immunity.

I think it could be as simple as Flynn hearing that so many others are testifying and wanting to get ahead of things with his own version of the story - with immunity for himself, of course. I don't think it necessarily means he has flipped or that things point to the top. (Though that would be nice.)

Senate basically just told Flynn "No fam, we good". This really doesn't bode well for Flynn. It makes it sound like what they've seen is enough that they don't really need his testimony. And that what he's done is bad enough that they don't want him to be immune to punishment. Save

If he is requesting immunity, he is scared. Which tells me that either he is in DEEEEP himself or he is afraid of retaliation?
My thought is that he has the goods and may have already been threatened. Also, what he has is bad enough that they want to keep immunity off the table to prosecute him as well.
This is getting very juicy. It will all come out, it always finds a way! I hope it finds its way right to Trump's feet.

So there are a couple of different kinds of immunity.
The first is use immunity. What it means is, hey, I get that you think your statements might inculpate you, so we'll immunize those statements -- we can't use those specific statements to prosecute you.
The second is derivative use immunity. What it means is, not only will we not use the statements, but we also will not use any leads we develop from the statements.
The third is transactional immunity. What it means is, we will not prosecute you, regardless of whether or not we use your statements.
A body seeking testimony is only required to offer use and derivative use immunity. Sometimes parties will try to negotiate transactional immunity (which perhaps is what he is trying to do here) by basically intimating that they will be able to testify a lot more happily if they know they won't be prosecuted at all. In theory, though, if you just get use and derivative use immunity, the government still can prosecute you, as long as they aren't in any way using your statements or the evidence that your statements lead them to. The problem is that the government has to show that the case isn't derived at all from the statements -- that it developed the evidence separately -- which may or may not always be easy or believable.
I'm wondering if the government has enough on him (as others have suggested) that they don't even want to bother with the mess of trying to show that they didn't use immunized statements. In any event, since he is claiming that he has nothing inculpatory to say because he doesn't know anything about any wrongdoing, I'm not sure why they'd bother having him in at all.
