I've seen this template around for a few years, and wanted to recreate it, but it is digital. Is there a way to created a stencil like a Lea France stencil to do this with paper and an Explore? Figured if there was a way, you guys would know!

Most definitely! It could either be done with a Cricut or a cameo.

Not sure with a cricket, but I think with a cameo you could overlap your circles, erase the inside arcs, weld together, then maybe do an internal offset. There is probably a cut file that does all this for you?

The could be done, Just the outline of the head? or the picture and paper items in the middle as well

How did you do it? I tried once and failed miserably! I imported the layout as a print an cut image then opened it in a new project. Used it as a underlay for me to arrange the shapes. used circles and squares and the weld function. I am so glad you can use it.
