Sharlag... I see you are in KS. If you are in the KC area, and pricing a house under $300K houses are flying off the market. Even faster if your house is priced under $250K. With that said. I dont think you need to stage the basement. most people can see that for what it is. As long as it looks nice and there is no musty smell I wouldnt worry about it.
IF you are in KC and your house will sell fast, I wouldnt worry about other things on the walls. Take down the family photos. Make sure the holes are filled and the walls are freshly painted. if you are outside of KC and in a smaller area, things might not be selling so fast, So you might need a little decorating. KEEP IT SIMPLE! When we sold our last house, in the living room, there was only 1 picture above the fireplace and a large iron piece on the wall. In our bedroom it was the same. Only a Mirror above the dresser and an Iron Piece above our bed ( because our headboard was really short) Bathrooms dont need any decor on the walls, but make sure everything else is clean. Wash any rugs you have on the floor regularly ( use some fabric softener to make it smell fresh) and make sure there is always a fresh hand towel.

I think the best option is to stage. I would personally not sell a house without staging it as it can have such an amazing affect and the return on the dollar is very high (in my market at least).
If you don’t want to stage it I would leave them up. I don’t think bare walls look good.
