Has it been used a lot? If it hasn't been used much, I'm wondering if, over time, those scratches would all blend together and just become the patina of the flatware. If it has been used a lot, it could just be that they are made of a softer metal.
My Oneida flatware is 28 years old. It has lots of little scratches on it, but it's not really noticeable because they all just blend together.
