I'm sorry you have to deal with this. Car rental companies irritate me sometimes.
I recently traveled to Denver for work, and we rented a car. They offered me the toll package, and I said I wasn't sure I needed it, I told the agent all of the places I would be traveling while I was there. I named highways and cities I would be going, and he said, "Oh, yeah, you will definitely want this!" So I took it, paid $11 a day, from Tuesday through Sunday. And guess what? I didn't hit one toll booth anywhere I went. I was so pissed. I feel like he definitely took advantage of me not knowing the area, but what is in it for them? They just keep the $11 a day, since they have no tolls to pay?
Oh yeah, you got duped  . Unless something has massively changed in the last year and a half you can get everywhere without using a toll road - it might be a little slower and the roads more crowded, but I think the public roads in Colorado tend to be quite nice. The Colorado toll roads are ridiculously priced, and not worth it the vast majority of the time IMHO. Exactly. I live in Denver and I NEVER use one of the few toll roads. I would have been protesting for the falsehoods they told you. I rented a car in California and was told I HAD to have their insurance, that it was not an option. I told them I had my own car insurance which I knew covered me. They would not allow me to opt out so I accepted it reluctantly. It bugged me enough that I took time out of my vacation time to contact my insurance company and the corporate level of the rental company to find out I was indeed misinformed, hmmm, you mean lied to. I demanded that they remove the fees and surprisingly, they did. I also received a written apology and a discount for a future rental. Umm, no thanks. The agents receive bonuses for add on packages:(

Sorry that this happened to you. It is frustrating indeed.
I found in our experience last Summer with Budget, the Costco Rep took care of everything. I just had to email him the original agreement, and the agreement signed when adding an additional driver (free through Costco Travel) and he totally took care of it in less than 2 weeks. I never talked to Budget directly.

Even if your update isn't quite what you thought at first, I still love that you're thinking of which federal reps to contact regarding unmarked tolls in the state of FL. Go get 'em, tiger! You're my hero

I will join you on the whole hating the FL toll road system bench. It feels like a total shakedown. I grossly underestimated the amount of the tolls once and rolled up apologetically to the booth, handed her my last few nickels, offered to write a check and received a piece of paper telling me to get off the toll road because I was broke.

Luckily, we haven't had any problems with the dreaded toll roads in Florida when we go back home to visit. I am sorry you had to go through all of that. And then to get the update you might not be completely happy about.
I will say it is that way just about everywhere. We went to Chicago to see my son graduate from Navy boot camp. We were told about the tolls. I didn't get any mailing notice of any but I did get a camera ticket from running a red light. Which I am still not sure I really did. I remember the light, it was right after dropping DS off back at base. As we were turning onto the road to the hotel, his GF said she saw a light flash. I know the light was green as I approached it. I guess it was a fast turning light. Oh, well, it was paid.
Then the second time I was in VA. DD and I drove DS's car to him in VA to the base. Driving around Norfolk to go to some shopping there was a toll road. Don't remember any signage but that doesn't mean anything. I was too busy taking in all the other sights. Got one of the mail notifications, paid. The other time was this past summer in TX. Somewhere between Austin and Waco, we got hit with a toll charge.
I suppose that is the way it is going now. Thank goodness they have all been small amounts. Oh and I guess DS has figured out the roads/area to avoid as we have not gotten any other notifications.
