This section was particularly heartbreaking to me:
"The prosecutor’s office said Athens County Children Services received multiple reports of sexual abuse in the Bellar home between 2017 and 2020, but no formal action was ever taken.
“There was an absolute systematic failure in handling these accusations,” Prosecuting Attorney Keller Blackburn said. “Serah was turned away by authorities every time she tried to report this abuse. Fearing for her continued safety, she left the state and was victimized again by those who she thought were helping her.”
This girl was brave enough to go to the authorities but received no help. She couldn't escape until she ran away. Then she was victimized again.

This sickens me. I'm sure 18 children are a lot to deal with, but you don't cover for the ones committing crimes against your other children. I hope the parents receive stiff penalties for not protecting their daughters. Or possibly their sons, who could be abuse victims as well.

This poor girl tried to find help where she was supposed to and was failed again and again. The Athens County Children Services needs to be investigated and those that failed to act need to have their licenses taken away for good. I know agencies like these are strapped for money and overcome with cases but this failure shouldn't have happened once, much less over and over again!

Do you think there’s something to “creating” sexual predators by the way the kids were raised?
There is no excuse for sexual abuse. I do wonder, though, if growing up in a household that doesn’t talk about sex, buries it under the rug, and says it’s shameful drives the kids to experiment. And they end up abusing the people they have the easiest access to, if that makes any sense.
Had they grown up in a healthier, tolerant household, would they have been abusers?
