How does 2nd infrastructure bill = “entitlement mentality”

Joe Manchin talked to the press today about his top limit for the 2nd bill is $1.5T instead of $3.5T. He doesn’t want the country to get an “entitlement mentality”. He’s worried about inflation. He doesn’t like the plan to increase the taxes as being promoted. Blah blah blah.
For inflation he used an example of the General Dollar store now selling goods priced higher than $1. He claims it’s bad for the people in West Virginia because a lot can only afford to shop there. I thought “dude maybe as their Senator you should work to enact programs to lift these folks out the position”. Just a thought.
Anyway I tracked down an outline of what is in this bill that this fool is certain will create a entitlement mentality among those on the middle & lower end of the financial spectrum. link

Ok which of these will promote an “entitlement mentality “?
Although several will help move the country away from fossil fuel. Which makes me think the fool is being less than honest on why he wants to whittle down the size of the bill. I wonder what he would say if everything was removed except items that move us away from fossil fuels. I’m pretty sure even if it stayed under his top amount of $1.5T he would find a way not to support it.

- Committee on Agriculture, Nutrition, & Forestry - includes Funding for Agriculture conservation, drought & forestry programs.
- Committee on Homeland Security - includes Electrifying the federal vehicle fleet
- Committee on Small Biz & Entrepreneurship - includes providing access to credit for small businesses.
- Committee on Indian Affairs, Health , Education & Housing
- Committee on Veterans Affairs
- Committee on the Judiciary - Includes seeking permanent status for qualified immigrants - invest in smart border security.
- Committee on Commerce Science & Technology - includes investment in technology and transportation.
- Committee on Environment & Public Works - includes create clean energy technology.
