My grandma is 99 and as sharp as a tack.
We get her stamps, address labels and stationary/blank cards. She loves to send (and receive) real mail.

What are her interests? What about a membership to local museum or take her out to her favorite restaurant?

She probably doesn't actually need anything that would clutter her place, right? I know I no longer have any desire to accumulate anything that I have to dust.
Does she have hobbies? Love reading books? Maybe a Kindle? Love to cook? Maybe one of those meal services that send you everything needed to create two meals per box? She could eat one meal right away and use the second one the next night. I did this for a while, but then I don't mind leftovers.
If she is tired of keeping her place up maybe get her a service that comes in every other week or whatever you determine would be best.
When my mom was living with me, I gave her homemade coupons for a lunch date per week. She would choose the day and the place and we would go have lunch and a nice walk.

Not much unfortunately. I've tried to get her out and about with 'senior' activities in the community but she doesn't have an interest in doing stuff. She likes to read, chat with friends....

Will you visit her anytime soon? An experience gift with the two of you could be fun! Like a cooking class together or a show.
Other thoughts: - A really nice pillow - A massage or facial - Audible subscription? - Totally random but we got my FIL a pellet ice machine…we love ours and figure most people probably would enjoy it

pancakes and I have the same idea. I would get her an experience that the two of you can share together.

I thought of one other thing - a subscription to Audible so she can listen to books when her eyes are tired.

I buy my mom cards for every occasion during the year. She can't get around very well, and the shop in her complex doesn't have very good cards. I buy b-day and anniversary cards for everyone in the extended family, a couple get well and sympathy cards. That and a book of stamps, and she really appreciates having them on hand. I also get her a box of her favorite chocolates (milk chocolate cashew clusters from the local candy store.)

I am getting my parents this indoor herb garden. They have everything, money included, and really aren't experience type folks but they like to cook and eat so I am hoping this might be fun for them.

Is there a food that is a special treat for her? For my mum in her later years - I sent her British candy and chocolates and she loved those (and they weren't available in her area).
some ideas - variety of teas or coffees? a fruit/dessert/cookie/wine etc... of the month club? If she likes trying new things - maybe a YUMS box subscription?
Can you fill her freezer with homecooked meals for one?
a flower subscription?
something consumable I think is best

We have been giving my Mom gift cards to her favorite restaurants that she goes out to each month with the neighbor ladies and gift cards to a food delivery service. She loves them!

I bought my dad and step-mom heated throws. They are always cold and keep the heat on (feels like) 85 degrees. 😆. I decided maybe they would enjoy the throws while they sit on the couch, holding hands, and watching TV.

If it was me, I'd want gift certificates for my favorite places that do delivery or take out. Not having to cook
is high on my priority list.

If she lives alone does she have some type of fall alert device?
There are many devices on the market that can detect a fall (even Apple watches have that feature) or a way for her to call out for help.
It isn't very Christmasy, and hella practical, but would give the entire family peace of mind.

I was having a hard time coming up with a gift for my 94 year old mom. I ended up buying her one of those electronic picture frames. Now she doesn't have internet so I will need to preload and use my hot spot to upload new photos when I go over to her house.

Does she have internet? My DH’s aunt and uncle LOVE their Alexa! A Google home mini or Apple HomeKit would do the same things. They ask their Alexa to play music for them, as a kitchen timer, to remind them of upcoming events, look things up online that they are curious about, so many things!
We use our Google Home mini to automate some of our lights to turn on and off (or we can use it voice activated too, whenever), DD uses one for her alarm clock and to use voice commands to turn her bedside lamp on and off, it can tell jokes or bedtime stories, play music, and turn anything plugged into a smart switch on or off. She loves it that she can be all snuggled perfectly in her bed and simply tell Google to turn off her lamp and poof! It goes off.

You mentioned that she likes to read - if she doesn't have an e-reader of some sort that may be nice. If she does then possibly gc for e-books
I am also a widow and live alone, door dash GC or something like that would be useful for days she doesn't want to cook
I always love a new pair of PJ's or new sheets or towels.
