More information is needed.
Is the house being held in a trust, while the child is-was a minor.
Were there any life insurance funds, left in trust for the minor child?
Was the house paid off or did it still have a mortgage?
If there were life insurance funds in the trust, were stipends given for care and maintenance?
Was the minor child eligible to receive social security benefits from the deceased Parent?
I am going to guess, that there is some kind of trust in place for the minor child.....with the house being owned by the trust-minor child, with at least two or more trustees in place to supervise and keep watch over things, until the minor child reaches adulthood (age 18) or whatever age put in place-stipulated by the trust.
My guess is that there are time frames in which the minor child gains control and the mother of the minor child relinquishes control. Sounds like the house title is transferred when the minor child reaches the age of 18.
Some trusts are set up to release everything all at once, some trusts the time frames are stagger so that the parts of the trust are dispensed, made available, transferred over a period of many years or at different ages during a person life.
My opinion is the Mother is at fault in this situation, for not being honest in regards to the exact ownership of the house.
The step-parents true colors are showing, with the demand for rent money to be paid. The step parent sounds like an uncaring, money based type of person.
The minor now adult child, is fully within their rights to ask for rent. It's no different than expecting a room-mate to pay.
Many kids grow up in an "18 and done" type of home. This is the type of environment I grew up in. The day I turned 18, my Mother forced obligation to me was done. I was a burden she got pregnant and stuck with at age 17, and I always knew it was "18 and done" in regards to providing for me.
I lived at at home until 18.5, and had to pay rent weekly to stay there, but the feeling was one of "waiting for her and them (younger sisters)" to move out, so the obligation to us would be done.
Sounds like the Step-Father in this situation, is an "18 and done" type as well.
