Oh my, I know the owner when I had an in home daycare. It was just on our 4:00 news. Apparently she turned her head for a second. The little boy found a piece of twine, got tangled while on the playscape and hung himself.
She saw him in an odd angle, ran to him and started CPR. I am just sick for those parents, the little boy and the owner.
The twine is said to have been left by landscapers. It's just awful. I always did a "check of premises " before my daycare kids played. But accidents happen. Just so awful. I heard all the sirens the afternoon while I was out running errands near her house. No one will ever be the same.

That is so sad. That poor family.
Honestly, though, death by strangulation doesn't happen instantly. Her attention was elsewhere for longer than just a few seconds. The news story says “In this incident, DECAL found serious rule violations contributed to the death of a child.”

The news said a few seconds but who knows. I just know how hard it is for all concerned. Maybe she was tending to another child. Maybe she cared for more than 6, which is our state law and definitely a poor choice on the owner's part if she had more than 6.

I live in fear of something like this happening and I am diligent in keeping my eye on everyone, especially when we are outside. We have a little plastic baby pool that we use, but I will only take them out to the 'pool' when my daughter is home to help...getting everyone in and taking everyone out by myself is just too nerve racking. Those little feet move FAST.
There may (or may not) have been rule violations in this instance, but it doesn't take but a blink of an eye for something to happen.
Just yesterday, I was caring for three children and was taking pictures of all, which is a favorite of my parents as I post them daily to our daycare Facebook page. Two of the kids were pushing one another on a tire swing under a fort and just laughing hysterically. I bent down under the fort and took about three back to back pictures. Click, click, click. And when I turned around, I caught the third little girl just as she put a small rock into her mouth. She could have choked on that rock and it would have been my fault. And I would have accepted fault in that. But what's so hard is that the rest of the world would automatically assume I had been violating some procedure or been lazy and inattentive...when in reality, I was actively involved with the kids and enjoying the outside play and trying to capture some of that for their parents.
I really think the only way to avoid any accident is just to keep them leashed to your side and sit in the floor in the living room.

Those poor parents. I can't imagine what they must be going through. Is this article on Atlanta Journal website, the same one that you are posting about? So many people affected by this, the little boy who will never get the chance to grow old, the parents who will have a hole in their hearts that will never heal and the day care worker that will never forget that this happened, whether it could have been avoided or not, she will always blame herself. So sad.

And after reading Kiki's post I want to say that as a parent, I know that accidents can happen in the blink of an eye. (although I love your hesitation to put even 3 kids in the kiddie pool unless you have help...because you realize that you are limited and that there are situations, especially with water where an instant can have unintended consequences)
I gave Ross Harris (the father being charged in the hot car death) the benefit of the doubt...because accidents happen and only by the grace of God have I never made such a tragic mistake. Once facts of the case came to light, I no longer give him the benefit of the doubt.
I am still willing to give this woman the benefit of the doubt...BUT there's a reason she was licensed for 6 children and if she had more than 6 children, she put each one of those kids in danger and her inability to follow the law cost a 3yo his life.

Our state has various licenses for in home daycare. You can get a license for up to 12 kids. I'm intrigued by states that limit the number at 6.
How incredibly sad for everyone. It's a tragedy and everyone needs our prayers. I'll leave the judgment and speculation to the people in charge of investigating.

That is just so sad, for everyone - the young boy, siblings, parents, day care worker. There was a recent story on the news where two young girls (1 and 3) were killed when a dresser fell on them while playing. The neighbors all said what a great and loving parents they are and it was devastating. They interviewed the dad, and I couldn't imagine the pain that the dad is going through.
