I cut the bulk of it out, but it seems there is a little bit left on a small section. When I try to comb her straight, strawberry blonde hair, the comb gets stuck and hair tangles. I believe the glue is stuck on several strands. Is there something specific I could wash it with?

Call a hair salon. They might have an idea.

Thanks LavenderLayoutLady......... we went to the library for summer reading and it's a super hero theme. The kids made capes with glue on felt emblems. Forgot to pull back her hair.

Yikes! i just read the koolaid thread, had no idea there were so many risks... DS gave himself a trim once but that seems mild now.
At least you will have a good story for the future- superhero cape and all! Get pics!

I'd take a little acetone and rub those sections. that's what I've done when I got flooring adhesive in my hair a while ago,(leaned too close to the bucket lol) and it worked. condition well afterwards!
