I don't think so. It's from an article about a failed fire levy.
There's the sentence about only ashes remaining, then there's one about a "topic that has been on fire...has now been put out." Oh, and another about a "burning fear" of rising insurance rates.
Is there some way to describe those comments other than extremely bad form?

Is there some way to describe those comments other than extremely bad form? reading this, and your other post about the writer making as many jokes about it as they can, those are puns. your first example wasn't necessarily, if there are literal ashes left. but saying the topic is on fire, burning fear.. those are puns. and in poor taste it would seem.
ETA you're talking about a tax levy for something having to do with fire, right? I think others are reading it as a levy that is supposed to hold something back, as in a flood levy, and that's where they are getting irony from. regardless, the further points you made are puns.

If you are talking about something that holds back a literal fire, the correct spelling is levee. A levy, as someone pointed out, has to do with taxation. This could be the source of the confusion.
