You probably need to narrow your focus to a specific industry and specific sizes. Because not every type of business is going to be consistent and you will get some outliers that don't matter to your cause. Even then it is going to greatly depend on a lot of factors. I am not sure I would trust information from anyone who is in any way selling any type of marketing service.
I'd look more at your specific needs and what type of budget you have than to try to do so externally...because your information is what matters. If the average is $2M a year, is that even doable for your company?
There are compensation and benefits surveys out there from some of the major HR consulting firms, but that would just cover annual costs of employees, not other marketing expenses. It might help you know how many are in a department for specific employer size BUT these surveys often can run in the 4 figures unless you participate in them.
