In a cluster I always like to use a base layer...in particular, I like tags or circles...something basic, and then adding all kinds of goodies to the top...in addition to the other things mentioned already I get good use out of die cut/ephemera packs, and frames. For finishing touches I also really like small wood veneer pieces.

Definitely flowers, plus all the things already mentioned. Sometimes I'll use fibers or lace, or layer on some specialty paper like mulberry.

I like to use small tags or strips/rectangles of paper scraps as a base. I love using enamel dots or sequins or tiny stamped images to fill in empty spaces. I often use Washi tape as well to ground things. And often something with a little dimension. Either using a pop dot to lift something or a chipboard or badge or brad just to add Depth and interest. I have also noticed I like words in my clusters. Like the tiny word or phrase strips jut tucked in.

I definitely like adding postage stamp elements--I have quite a few options whether it be cutting out from paper, ephemera, stickers that look like postage stamps. Or sometimes a little "ticket".
Also, washi, other ephemera and those small words or mini phrases. All these are often small accents to a more main chipboard piece or something.

When I try to cluster - it ends up looking like a hot mess....so I gave up trying.
But I did use part of a small doily, veneer, flags, word stickers, brads......any *little* thing that was part of the layout. I did even try stamping as well in the cluster - be it a star, small word, the date....I gave up.

Lots of the things mentioned already. I like to use tags/labels as a base.

I love using clocks in clusters towards the bottom of the cluster. I used to hate clusters because I could not get them to look right so I would go thru the gallery looking for clusters I liked. I would then study them to see what was in them and how they were put together. I eventually got better at making them.

Lots of great answers already.
I like to have a base flat layer that grounds or holds the cluster to either a strip of paper/washi/a tag that touches the edge of the page, or to the corner of a photo, if the cluster is in the middle of the page.
What to use in it? The sky is the limit. I like to start out with bigger pieces, on the bottom, and have smaller pieces towards the top.
Clusters are great places to tuck in die cuts, paper punches, doilies, etc... so that you only see part of it. You can also cut these things so it looks like they're tucked in (if you don't want them coming out of the bottom).
What I like in my clusters:
washi tape paper strips and scraps paper flowers, big & small enamel dots stamped images & words stars hearts clocks arrows gears confetti sequins
Clusters are a great place to repeat the theme. Many times I will have three clusters on the layout, roughly forming a triangle. I will repeat at least one element in each of these clusters. Repeating the color, the shape, the item (flower, star, enamel dot, etc) helps to bring the layout together.

I found tons of results by gogging "cluster scrapbooking". I plan to do some lifting to improve my skills.

My go-tos are diecuts and either chipboard or flair. So I have something dimensional to go with the rest.

When I try to cluster - it ends up looking like a hot mess....so I gave up trying... Me, too. I finally accepted that clusters, even those created with flat embellishments, don't fit my linear, clean scrap aesthetic.

I am working on a pirate layout. "Searching for booty." Wondering how I will find the perfect cluster for that. I do have ephemera, but I really need red solo cups for the ephemera.

A lot of what I use was already mentioned. I like to use foam tape on one of the flat elements to add some additional interest. This also gives a place where you can have twine/string/thread sticking out from underneath. I'm not sure if cork embellishments were mentioned, but I use those a lot, too. Ink/mist splatters, mini alphas & rub-ons are also useful.
I don't like my embellishment clusters to look like they're floating on the page, so I find it easiest to ground them on the edge of the paper or have the base coming out from under a paper/picture on the page so it looks connected.
