I dropped an ink pad on my lap and I ended up inking the hem of my shirt. It was a hero arts cube ink pumpkin orange. I tried to wash it out with soap and water then sprayed it with some shout. It doesn't look like it's fading much. Any ideas?

I haven't had good luck with getting ink out. Right now I'm wearing a white t-shirt that has dots of Lucky Clover Distress Oxide ink stains on it. :/
Maybe try liquid stamp cleaner.?

I have it for alcohol inks. I think there is one for dye inks as well. When you buy a set of brush markers, you sometimes get one with clear fluid in it to blend the inks.
Maybe go on the ink pad manufacturers site to see what they suggest for removing unwanted ink.

I would try rubbing alcohol. Put some folded up paper towel or a clean old cloth you don't care about underneath the stain, and BLOT the stain with rubbing alcohol on another paper towel or cloth, changing the spot of the cloth you're blotting with as the color comes up. Don't rub or the stain will smear and get bigger. It's work, but I've had success getting Sharpie and ballpoint ink out of clothing this way. Good luck!
