The house behind me has a basement apartment. A single man lives upstairs. His sister and her husband live in the basement. Both have dogs. Upstairs guy has a big white dog. I just walked around to the house because she has been chained in their fenced-in yard all last night and all day today. She has barked non-stop.
The owner wasn't home, but his brother-in-law was. Brother-in-law also has a dog (pit bull). He was sitting inside the fence and HIS dog was also on a chain. The dogs can't see each other, but I'm wondering if the barking is because white dog wants to come play with pit bull. Both of these dogs have escaped the fence numerous times, which is why they are on chains. Of course, if you are outside with the dog there really is no reason to chain her because as soon as she tries to escape, you can stop her.
The white dog's owner is at work. There is food, water, and shade for her, but she should not be left outside for two days, barking, and keeping people awake. I'm hoping that since I've spoken to his brother-in-law, the owner will take her inside whenever he comes home, but it could be tomorrow morning before that happens.
My other alternative is to call the non-emergency line and make a noise complaint. Our animal control department does not respond after business hours or on weekends unless the police call them. 🙄
