Does it say you MAY BE impacted, or you are impacted?

First step is to freeze your credit with all three bureaus. We're on the list too.

We've looked into this. It's not necessarily best to immediately freeze your credit. Look into some of your credit cards and see if they offer free credit monitoring. Discover is doing this.
Some experts believe that these data breaches are not perpetrated by folks who want to steal your credit cards right this moment. It is thought that the foreign governments responsible are looking for data bases of info so that they can compromise individuals in government jobs. For example, checking to see if they pay for porn with credit cards, etc.

I'm not freezing my credit either. I put an alert on it - will renew that after the first 90 days. I've locked down my existing credit cards/bank cards pretty tight, both with 2 step authentication and alerts for spending over a pretty low dollar amount.

For example, checking to see if they pay for porn with credit cards, etc. I question the validity of this. DHs CC info was stolen, and our Comcast which is in my name was breached, both within weeks of when the breach happened. The Comcast account was "taken over" and phones ordered by changing my password using info available due to the breach. The CC thieves took over DHs cc account several times using his personal information. It was not until after the breach was announced and we found out both of us were affected that we were able to stop it from happening again because we were than able to figure out HOW it was happening. I have no doubt both of these incidents were as a result of the breach. So, if foreign governments are responsible, then someone is selling the info they don't need.

Other than a nominal fee (depends on your state laws,) I'm not sure I see any downside to freezing your credit, other than to open an account of any kind that requires a credit check, you'd have to unfreeze it. Rarely are major business newspapers, my banker and my mother all in agreement about anything - and they all said freeze your credit asap.
