Is a SSN necessary for a background check? Supposedly, it's just a criminal background check and driving record check to volunteer at church. Any idea why I would need to give them my ssn?

That is how they make sure it is you and not someone with a same name. You can ask if the last four digits will be enough for them.

For my kids’ school district, I needed an FBI background check run and I was fingerprinted.
The church most likely uses a company that runs it for them and they need your social to run it.

The church and the school will have different perimeters for what they are checking and how they do that checking. When I was working for a church we used a company to do the search. Your dd's school may only parental information through the local police department looking for local records. There isn't one standard way of doing a back ground check or even a standard set of what IS checked for.
