Yes, unless it specifies it’s only for one item. But the language from what you posted sounds like anything that is regular price and not on any discount.

That's what I would think. Unless there is a big print notice that you can only get the discount on ONE item in your cart. Or small print that says there is a limit of [5] items (for example) per customer. Or small print that particular brands or items (say pre orders?) do not qualify...

Some stores have a special pricing (like Michaels calls Everyday Price) and those items cannot be discounted. But for everything else, yes. I noticed Michaels had 30% today and JoAnn's had maybe 40%.
