Does my DD have to get a new license, reregister her car, change car insurance etc in the new state. She will be keeping our address as her permanent one because she is still on our health insurance for one more year. our insurance agent said don’t bother until she finds out if her contract is extended. Her car will be due for inspection midway through her contract but she wont be able to drive it home to be inspected.
I would appreciate some guidance as I have never lived outside our state.

Most states have laws that say one must change all that within 6 weeks.
I'd try to keep my DL. It may be a state that does not require inspection to change the registration.
We lived in another state for 22 months. I had to change DL in that time, but DH did not. (mine came up for renewal)
We changed car license, insurance etc. Most states will ticket you if you don't do it in a timely manner.
She can get away with it unless she is involved in an accident or speeding ticket.

You Have 30 Days
Florida law requires that you get a Florida drivers license within 30 days of becoming a resident of Florida. You are a resident if you do one of the following:
Enroll your children in a Florida public school
Accept employment
Register to Vote
File for a homestead exemption
Reside in Florida for more than six consecutive months

She's going to have to change her residence to FL for her car insurance. It's based on the primary residence where the car is garaged.
Getting a new license isn't that big of a deal--it's just sitting in the purgatory of the DMV for a few hours. Most states are pretty lenient on this and you won't get fined unless you do something stupid.
Bills will need to get changed over. We never changed our banking--even long before online banking was a thing. With online and direct deposits, she should be fine there. She will need to change over the address on CCs, cable (obvs), and bills related to her residence. Some things can be transferred, some accounts will need to be closed and new ones reopened.
