I've never shopped with photos in hand. Rather, I only buy supplies that reflect my primary scrap subject & style. Given I gravitate toward classic patterns, such as stripes, plaids, dots, etc, in neutral color palettes, everything is used eventually! I never met a diagonal plaid that I didn't like. I do buy classics to some extent. I also buy paper that appears to be versatile, whether classic patterns or not.

I never met a diagonal plaid that I didn't like. I'm this way with plaids too, although I try to restrain myself now-- I like them, but then I can't figure out how to use them. (I used to be the same way with buying plaid shirts for myself, lol.) And I used to buy pretty much ANY polka-dot I saw, but I've finally realized that I can't get BIG polka-dot patterns (the BIG polka dots with a lot of white space in between the dots) to work on my pages the way I scrap, so I've purged most of them.

I have four sons and six grandsons, so plaids are useful for masculine pages. They can be useful in other ways, too. I just used one diagonal plaid that happened to be the right colors for our Disney Christmas Eve pajama pictures.

Well. I just buy what I like (exclusively online). Match later lol. My stash is stupid big so I always have something. Me, too. When I had an Archiver's near me, I'd bring my photos in to match papers.

I actually keep them in their own storage envelope to grab easily.

The only time it has been an obvious disadvantage to shop first, match later has been very recently. We had a family reunion at Disney World last Christmas, and I have a lot of pictures I want to include in this special album. I was originally going to do it digitally, but I really prefer traditional scrapbooking.
I thought I had a decent amount of Disney patterned papers and embellishments, but now that I am actually scrapbooking our Disney vacation, it is much harder than if I had taken my photos with me. This is where I really wish I had a good LSS close by. There were too many photos to take and match all at once, anyway, and every LSS is just too far to make multiple trips to do it in stages. I bought papers ahead of the trip, but some of the papers I bought beforehand will obviously not be useful to me (especially the Disney pad from Hobby Lobby). I could really use a lot more of certain individual papers that I bought in smaller quantities than I would have, if I'd had the photos in hand at the time.
I often make my own embellishments, so they aren't the issue. I can make my own papers, too, but it takes a lot more time to do that. Since this is already a huge project, I don't want to spend extra time on each page.
Most of the time I can shop from my stash and find what I need, but I am definitely having to get a bit more creative for this project.
I may need to find a good online store where I can buy Disney papers individually. Any recommendations?

scrapnnana have you checked out scrap your trip? they have lots of single sheets, as well as packs, and lots of interesting and useful papers you wouldn't find in collections by echo park or simple stories.

I do not purchase to match my photos. I might alter a photo (ie make black and white, sepia, adjust contrast, etc) before I print it in order to have it better match some paper. For example, if I want to use a certain collection buy my photo has a lot of clashing colors I can make it black and white. I enjoy scrapping as a hobby but it is not necessarily important that I scrap each and every photo. I also do PL and in that case I do not really care if the photos match the cards or not. For PL I am just happy that I am recording the memories.

I've been scrapping for 14+ years, and I know my style. I can buy paper & supplies, knowing I will use them.
I have no lss near me. What I buy, usually comes from wm, M's or A.C. Moore. Or even the thrift store, if I luck upon something.
