As a person that evacuated last year for hurricane Irma, I speak from experience....it's a hard decision and understand why some decide to stay...it was/could be expensive for some.
Not only do you need to have the cash and/or a credit card for hotel, fuel, food and possibly tolls, you need to have a good, decent running vehicle to evacuate and the strength and stamina both physically and mentally.

Didn't evacuate for Ike or Harvey (we live about 40 miles from Galveston) We were never in a mandatory evacuation zone. We stayed due to have 4 pets (2 at home and 2 very large dogs that don't travel well at our business) Then there is also our business. If we had evacuated during Ike we would have been seriously looted. Our building had all the roll up doors torn from the building. We were able to et there and immediately begin securing the doors.
During Harvey we rode the storm out at our business (we have an apartment inside). We were flooded in for a solid 3-4 days. It's very easy to say you would leave, but it's just not.

It was very sad to know we had just been there and now there's a freeway sign in the building
