Thank you busy and others for the suggestions and advice. I sent off two professionally worded emails to my manager and the manager of HR and was given the higher offer. It was resolved much more easily than I expected. Glad I didn't take no for an answer!

Good outcome. Legally, they don't have to honor the higher rate unless you signed an actual employment contract with terms and conditions. But any ethical company would step up and honor the last offer letter signed.

When I first transferred to California (a million years ago just after the Jurassic era) the big manager called me in to tell me that there was an error in my salary and that they would be lowering my salary. I was a loss for words, but later I called my college roommate who is an attorney and drafted a letter that said "hell no" nicely and in legal terms that implied that I knew my rights enough to exercise them if need be.
Surprise! I got to keep my salary and earned more than my supervisor. It was the company's problem, not mine.
If you signed an offer letter with a salary and then they should honor it.

I fit in so much better here than I did on the east coast. It's also really diverse with a lot of transplants so I don't get a lot of that you're a damn Yankee attitude

I hate that attitude. *I* get it because I lost my accent in college and being 'up North'. I'm glad it got resolved so quickly and nicely. Just FYI for people--it's better to go to your immediate supervisor and regular HR person than jump the chain of command. Yeah, going to the director of HR and your manager's manager gets results, but people have loooonnnnggg memories. You don't want to be labeled a troublemaker. Especially as a new hire.

I was concerned about escalating to the HR manager right away, but our HR has different departments including Compensation so that's who I contacted. She assured me that is her job and to never hesitate to contact her if needed, so I think I went the right route. Anyway I didn't know who else I should email.

DO NOT SETTLE ! I would go to the next person, and the next person, and the next person until there was no one left. That’s definitely an unfair hiring practice. Similar to bait & switch. If they didn’t agree to the higher salary, not a place I would want to work.
