My DD's birthday is near Halloween, so we've done many Halloween treats for kids over the years. Go see what kind of things the Dollar Tree has - you could find a great Halloween themed goblet or you could let them each choose a costume accessory - boas, pirate sets, cat ears, etc. I always liked one better toy, even if it was cheap, over a bunch of junk.

Could you have them make slime and add plastic eyeballs, spiders etc and take it home in a mason jar?

Is the party before Halloween or on Halloween? If before, could you give out small pumpkins as the party favor? I like the idea of the skull cups or goblets for both the boys and girls.

Walmart also has a nice selection of cheaper halloween favors. Last year I was able to get our small group a halloween water bottle for a buck each. The old Guess the gross stuff game is also one appreciated by this age group, especially the boys. cold spaghetti for brains, peeled grapes for eyeballs etc.
I also like the idea of giving each kid a mason jar and letting them make their own halloween jar. DS's after school group did something similar at Christmas where they made a snow globe by hot gluing everything to a cardboard circle then adding in some "snow" and hot gluing the cardboard to the jar. it made a heck of a mess, but DS thought it was fantastic. Maybe they could make a spooky scene, minus the snow.

Have the kids make a mummy candle jar with a mason jar, first aid tape/wraps, googlie eyes and flameless tea candles. I would do a craft with mason jars with something that can go inside of them. Having taught this age for years, I can tell you that the little plastic stuff will get tossed and left in the backpack for months. You could also do a pumpkin decorating craft or even something that could last through Thanksgiving. If you have leftover paint or markers, you could donate them to a local elementary school.

For prizes how about colored gel pens, nail polish in fun colors (or school colors), GameStop or arcade gift cards, nicer marker sets and grownup coloring books? DumDum pops are a good choice for a treat because they’re free of most common allergens.
