I’m looking for a cheap or reasonably priced volunteer management app or website for a school group. Ideally, I would be able to assign volunteers, let people volunteer themselves, let people change their own assignments, send reminders, and track attendance/completion of assignments.
Have you used any great sites as a coordinator or as a volunteer?

Sounds like Sign Up Genius would work for you but I'm not sure it tracks attendance.

I used to coordinate about 200 parent volunteers for the high school theatre. I wish you luck! If this is something that people willingly sign up for, it may work better for you.
I found that not just one solution worked. Some people were very resistant to anything online or that required a password. Very frequently, people only had internet access through their phone. Some people refused to talk on the phone, text, email... there was always some problem.
We used Sign Up Genius for volunteering. We used it for meal donations, ticket sales, concession sales, and backstage help. I’ll be honest, I found it difficult to facilitate our various needs via my phone. Including trying to find out who had signed up for shifts. But it took an act of Congress to get that site approved, so I wasn’t changing it. Frequently I’d have parents just show up to work because they didn’t want to go online, found they had extra time, or wanted free tickets and just showed up to work, hoping to get in for free. .
After about a year, I stopped stressing over it. It always worked out, sometimes better than others. I started just putting the info out there via take home flyers, Facebook, Remind, and emails. I’d put up the links to sign up and be about 75% manned. The rest I’d fill in with people who just showed up or people I knew were in the audience and hadn’t done their time yet.
I really liked the job, but found that other people didn’t view a commitment the same way that I did.

The PTA at our school uses some sort of web based signup plugin for Wordpress that allows people to sign up to volunteer for specific posted positions and times. I’m not sure what it is though. It shows up on their Wordpress website similar to a spreadsheet and you click on the slot you want to volunteer for, it asks for all the pertinent information and automatically sends out an email to you confirming what position and time you signed up for. Then it adds your first name/last initial to the spreadsheet showing that position is now filled. It works really well from a parent/volunteer perspective.

Signup.com or Volunteer Impact are two other options besides Sign-Up Genius.
Sign-up Genius is the favorite in our area.
