This tax doesn’t show up as a detail on the order, just that the subtotal and the sale total differ. I had to go into the order details after the fact to find out what this small additional charge was for. I thought Alipay started charging a fee like you pay when using Paypal on AX.
Also Ebates lowered the cash back % for AX to 2.75%

That seems strange - is it usual for countries to charge the destination's taxes? I'm not up on international tax codes I'm afraid. Seems somewhat suspicious if they're trying that hard to hide it.

Laws recently changed in the US and all online retailers should be collecting sales tax for customers in the majority of US states. If an order is shipping outside of the US they probably should not be collecting.

They do this for Australia as well but as of earlier this year all international companies are required to collect and then pay our government GST (our sales tax) on all orders that ship to Australia.

I was charged sales tax earlier this year on a collectible item I bought from Russia. Washington state is pretty hard core on getting all of its taxes!
