A Texas Tech student who the university evacuated from Europe and was instructed to isolate for 14 days instead went home, interacted with family and went to a Lubbock restaurant.
That student was Lubbock’s first confirmed case of the coronavirus, university and city health officials confirmed Wednesday evening.
Now, three cases of COVID-19 have been confirmed in the Lubbock area as of Wednesday.
The third case was announced at a news conference scheduled to provide details about the first two cases. Katherine Wells, director of public health, said much like the first two cases, information about the new diagnosis would not be available until the next day as health professionals investigate.
The student, who has not been identified, returned to Lubbock Sunday evening and is currently in isolation, according to an email Tech President Lawrence Schovanec sent to the campus community Wednesday.
A news release from the city of Lubbock confirmed this student was the first Lubbock County case that had been reported by the city on Tuesday.
The release states the student, who was not immediately identified, had been directed by Tech to use university-arranged transportation and a place to stay to follow the recommendation for a 14-day isolation period.
“Based on our investigation, the student did not follow these directions and returned to a family home in Lubbock,” the statement reads. “The family and the student in the home will be placed under quarantine.
“During the investigation, the student reported developing symptoms while traveling to Lubbock and while visiting a local restaurant,” the statement reads.
Anyone at any of these locations during the specified time period who develops a cough, shortness of breath and or fever through March 29 should contact the city health department:
March 15 - Lubbock Preston Smith International Airport between 8:45 p.m. and 9:15 p.m
March 15 - Rosa’s Cafe at Fourth Street and Quaker Avenue from 9:30 p.m. until close (11 p.m.)
In a statement, Rosa’s Cafe announced the location was voluntarily closed for deep cleaning. It will reopen after passing inspections and being cleared by the health department. Employees who were on duty at the time of the sick individual’s visit will self isolate for 14 days.

There must be thousands of college students in the US who were brought back from study abroad, went to campus, parties, hometowns etc and then didn’t self quarantine because no one was taking this serious, not even the government. Cases are going to explode very soon...

The student clearly is responsible for disregarding the instructions, but I also wonder if his parents really wanted him at home, and couldn't stand the thought of him being by himself. I don't mean to excuse it, but just thinking maybe the parents are also responsible.
I wouldn't do that as a parent, but I can certainly see how tempting it would be to get all the birdies back in the nest.

I have noticed that someone I am friends with on Facebook, who just a week ago was ranting and raving about shutting things down, and how dumb it is, it's just the flu, blah blah blah has gone very quiet this week. I haven't see a peep out of her. And she is not a young person...she is someone in her late 40s who has an father who is probably 70 and a mother who died from an autoimmune disease.
I am so frustrated by people. Really, really frustrated.

As much as I would want my kid home, I would also not want to get it myself or for DH to get it. So if my kid was still able to function independently (which it was assumed this kid was doing since he was studying abroad without anyone from his family to hold his hand) I’d want them to stay where they were and just check in daily via phone, text, FaceTime, etc. In my personal experience though, the kids I know who are like that ended up that way because their parents allowed it and sometimes they modeled that behavior themselves too.

A girl I went to high school with returned from Spain this week. She is self-quarantining in a room away from her family for 14 days...however, at no point in her travels did anyone ever tell her she should be self-quarantining. Not one word. As a matter of fact, her flight into the US was late and she missed her connecting flight. The airline put her up in a hotel for the night.

I don’t quite understand the anger at this kid when the airports looked like they did last weekend. After being overseas and in those crowds for hours upon hours, all those people went back into their communities, jobs, and homes. How many do you think took it upon themselves to self isolate? And even those who do, many will have family members still going to work or school or shopping. All the college students in the closed dorms? Went back home. The beaches in FL still aren’t closed down. There are still states with schools in session.
There’s been a colossal failure to deal with this disaster on a national level. How many weeks ago was it 15 cases headed to zero? Why would a young, seemingly healthy college student be solely responsible. The idea this can be contained at this point seems highly unlikely.

Florida is going to be a nightmare in a couple more weeks between all the idiots who are partying and all the old people down there.

We should all know by now that some believe that the rules don't apply to them  Bet his parents are really proud of him! What about all the other people that were on the same flight as him. They should be traced and warned to self isolate, that is one of the ways to contain it.
